2.0 PURPOSE AND SCOPE OF THE CONSULTANCY

The Project has been implemented for 4 years. This end of project evaluation focuses on the entire implementation period. The evaluation is forward looking and will capture effectively lessons learnt and provide information on the nature, extent where possible, the impact and sustainability of the project. The evaluation will assess the project design, scope, implementation status and the extent to which the project objectives were met. The assessment will examine the extent to which the project’s intended results have been achieved, including the effectiveness of partnerships established, the level of institutional and individual capacities built, and the degree to which cross-cutting issues such as gender equality, social inclusion, environmental sustainability have been systematically integrated and addressed. In addition, the assessment will evaluate whether the project implementation strategy was optimal in relation to efficiency, effectiveness, and contextual responsiveness, and will generate evidence-based recommendations to inform learning and the design of future interventions. The consultant shall also be required to:

·      Review project documents and relevant literature.

·      Develop an evaluation framework and methodology, including a sampling strategy.

·      Present findings at stakeholder validation meetings.

·      Prepare a comprehensive final evaluation report, including evidence-based recommendations and lessons learned

3.0 KEY EVALUATION QUESTIONS

In order to achieve these objectives the endline evaluation will seek to capture and address the following key evaluation questions under the OECD – DAC Criteria:

·      To what extent were the project’s objectives, design, and interventions aligned with the needs and priorities of the intended beneficiaries, as well as with national development policies, sectoral priorities, and donor strategic frameworks?

·      To what extent did the project achieve its planned objectives, outputs, and outcomes among the target beneficiaries, and what factors facilitated or constrained the attainment of these results?

·      To what extent were financial, human, and time resources utilized efficiently to deliver the intended results, including adherence to approved budgets, workplans, and implementation timelines?

·      What intended and unintended changes can be attributed to the project, particularly in relation to youth and women’s participation, community engagement, and policy advocacy outcomes?

·      To what extent were project management, coordination, and governance arrangements effective, and how well did the project align and complement relevant policies, programmes, and initiatives of key stakeholders?

·      To what extent are project benefits and outcomes sustainable beyond the project lifecycle, taking into account institutional capacity, stakeholder ownership, enabling conditions, and potential risks?

4.0 DELIVERABLES

·      Inception Report (methodology, work plan, budget)

·      Submission of Draft Evaluation Report

·      Presentation of Evaluation Findings to Stakeholders

·      Submission of Final Evaluation Report

Note: All evaluation activities are expected to be completed within a period of one month two weeks from the date of contract signing.

5.0 PAYMENT TERMS

·      40% upon submission and approval of inception report.

·      25% upon submission and approval of draft report

·      35% upon final validation workshop, submission and approval of the final validated report.

6.0 CONSULTANT QUALIFICATIONS

·      Master’s degree in economics, Demography, Development Studies, Evaluation, or related Social Science.

·      A post graduate qualification in M&E is an added advantage

·      Strong analytical, data analysis, and report-writing skills.

·      Provision of similar works done

·      Proven experience in quantitative and qualitative evaluation methods.

·      Excellent knowledge of Zambia’s governance and debt landscape is required.

·      Fluency in English; knowledge of local languages is an asset.

7.0 REPORTING

The consultant will report to the Monitoring and Evaluation Lead and the Project Coordinator at CSPR. Coordination meetings and field check-ins will monitor progress.

8.0 OWNERSHIP OF DATA AND MATERIALS

All evaluation tools, reports, datasets, and databases are the property of CSPR tools, and all materials submitted at the conclusion of the evaluation.

9.0 APPLICATION PROCESS

·      Samples of recent evaluations

10.0      SUBMISSION DEADLINE

Proposals must be submitted by 13th February 2026, 17:00 Zambian time, via emails recruitments.procurements@csprzambia.org and copy in hr@csprzambia.org

and with a copy to Subject line: “Independent Endline Evaluation Proposal Submission”. Only short-listed consultants will be contacted for interviews.

11.0 PROPOSAL EVALUATION PROCESS

CSPR, in collaboration with another person, will evaluate proposals based on completeness, evaluation design, experience, cost-effectiveness, and qualifications. Selected applicants will be notified by 6th February 2026.

12.0 EVALUATION CRITERIA

Proposals will be evaluated based on the following:

●       Relevant Experience & Technical Capacity – 35%

●       Methodology & Work Plan – 30%

●       Cost-effectiveness – 25%

●       References & Past Performance – 10%

13.0 SUBMISSION DEALINE
