CALL FOR EXPRESSION OF INTEREST (EOI)
Tender No: 001/2025
DEVELOPMENT OF AN ULTRA-MODERN MIXED-USE COMPLEX
THROUGH A PRIVATE FUNDING PARTNERSHIP (PFP)
The Young Women’s Christian Association (YWCA) Zambia, a reputable non-governmental organization established in 1957 and operating across 9 provinces, invites experienced and financially capable firms, institutions, consortia, and investors to submit Expressions of Interest (EOI) for the redevelopment of its premises into an Ultra-Modern Mixed-Use Complex.
PROJECT SCOPE
The development will be implemented under a Public-Private Partnership (PPP) arrangement using the Build-Operate-Transfer (BOT) model. The proposed infrastructure will comprise:
• A 3-storey Hotel Block with modern hospitality facilities
• A 3-storey Office Block for premium tenants
• Retail spaces for shops, cafés, and commercial outlets
• Adequate parking facilities and landscaped areas
ELIGIBILITY CRITERIA
Interested entities must demonstrate:
• Proven track record in large-scale mixed-use developments
• Capacity in project design, financing, construction, and facilities management
• Financial stability and ability to mobilize investment capital
• Experience in PPP/BOT arrangements will be an added advantage
SUBMISSION REQUIREMENTS
Interested bidders must submit:
• One (1) original and six (6) copies of the EOI
• A cover letter introducing the firm/consortium
• Evidence of experience in similar projects
• Company profile, legal registration documents, and audited financial statements (last 3 years)

Late, or emailed submissions will not be accepted.

• Following the evaluation of Expressions of Interest, only shortlisted firms will be invited to submit detailed Technical and Financial Proposals
• Clarifications must be submitted in writing at least 7 days before the deadline to the Executive Director.
• INDIVIDUALS OR FIRMS THAT APPLIED EARLIER NEED NOT RE APPLY AS THEIR SUBMISSIONS ARE STILL VALID
