TERMS OF REFERENCE FOR CONSULTANCY TO DEVELOP TRAINING MATERIALS AND CONDUCT STAFF ORIENTATION FOR COMMUNITY CHAMPIONS ON STIGMA AND DISCRIMINATION  

INTRODUCTION AND BACKGROUND 

The Scottish Government’s Realising Inclusive and Safe Education (RISE) Programme implemented by School-to-School Zambia in collaboration with the Ministry of Education, aims to promote equitable access to quality, inclusive education for children with disabilities in Zambia. One of the key outcomes of the RISE project is to create positive change in the perception of children with disabilities (CWDs), particularly girls, and their families. To support this goal, the project will train community champions who will conduct community sensitizations and create awareness on the rights of CWDs and promote inclusive education in their communities. 

To enhance the effectiveness of the community champions’ work, there is need to develop contextually appropriate training materials on stigma and discrimination; knowledge, skills and tools to effectively address harmful attitudes and promote inclusive mindsets in their communities; and Safeguarding of children with disabilities. This training material will be part of the planned 4-day training for community champions which includes other related topics. 

OBJECTIVE OF THE CONSULTANCY 

The objective of this consultancy is to develop a training package on addressing stigma and discrimination, and safeguarding of Persons with Disabilities especially Children with Disabilities; and to orient RISE Project staff on the same. 

Specific objectives are to: 

Develop user-friendly, culturally sensitive training material which enhances understanding of disability stigma and discrimination; and safeguarding. 
Provide practical tools, participatory exercises and messages to support Community Champions in sensitizing households and communities, to address stigma and discrimination. 
Ensure alignment with Zambia’s inclusive education and disability inclusion policies. 
Orient the RISE Project staff on the developed materials. 

SCOPE OF WORK 

The consultant will undertake, but will not be limited to, the following assignments: 

Conduct a brief desk review of existing resources on stigma, disability inclusion and safeguarding of children with disability. 
Develop a training package (Facilitator’s guide- outlining session objective, methodologies, estimated time, materials, facilitation notes; Participants’ handout- containing simplified concepts, key messages, activity sheets, and takeaway summaries; and PowerPoint presentation) for a 1.5 day of training covering but not limited to: 
The forms of stigma and discrimination of children with disabilities and practical approaches to address them. Incorporate child-friendly and gender-sensitive approaches. 
Social and cultural myths and stereotypes and their effects on children. 
Practical techniques for behavior and social norm change (e.g. reflective dialogue, peer modeling, etc.) 
Ethical and child safeguarding considerations during community engagement; including but not limited to mandatory reporting of safeguarding; and reporting pathways. 
Integrate experiential learning methods such as role plays, case studies, problem-solving exercises and reflection sessions. 
Ensure all content is accurate, evidence-based, and designed for non-specialist audiences (community champions) 
Present draft materials to STS-Zambia for review and validation, and submit final materials 
Orient STS-Zambia staff on the developed training materials. 

DELIVERABLES 

The consultant will be responsible for delivering the following outputs: 

Draft training package including Facilitator’s guide, Participants’ handout, and PowerPoint. 
Validation workshop report summarizing feedback and revisions 
Final training package including Facilitator’s guide, Participants’ handout in editable and ready-to-print formats and PowerPoint presentation. 
Orientation of staff on the training materials. 

DURATION AND TIMELINE 

The consultancy is expected to be conducted over a period not exceeding ten (10) working days. The detailed timeline for each task will be agreed upon during the inception phase. The final training package is expected to be delivered to STS-Zambia by  

CONSULTANT PROFILE 

The consulting firm should possess the following experience and expertise: 

Proven experience in developing training manuals and toolkits for disability inclusion, stigma reduction or social behavior change. 
Familiarity with Zambia’s inclusive education and disability policy environment 
Demonstrated ability to produce materials suitable for community level training 
Proven experience conducting community trainings 

INTELLECTUAL PROPERTY 

All intellectual property rights, including the final manuals and any related materials, will be transferred to School-to School Zambia upon completion of the consultancy. 

CONFIDENTIALITY 

The consulting firm shall maintain the confidentiality of all data, information, and discussions related to the consultancy.
