 Introduction

 The Constituency for Conservation Index (CCI) attitudinal survey has been developed by African Parks in collaboration with the African Leadership University to gather standardized data on attitudes, perceptions and lived experiences of communities living in and around protected areas managed by African Parks. Findings will inform Bangweulu Wetlands management decision-making, community engagement strategies, monitoring of social impact, and adaptive management of the protected area.

The survey must be conducted by a local actor (e.g a University) that is perceived as independent from African Parks and other major actors (e.g a Community Development NGO partner) in the protected area. Engaging a community structure that is directly affiliated with the park (e.g., a Community Resource Board) does not ensure independence and may bias or influence respondents’ answers.

All data collection must be completed using the digital platform Survey123. No hardcopy questionnaires are to be used. This will ease data analysis and reduce errors in data transfers.

2. Purpose of the Assignment

The purpose of this consultancy is to implement the CCI Attitudinal Survey in the Bangweulu Wetlands landscape. The consultant will oversee all phases of the survey including planning, fieldwork, data management, and reporting ensuring data quality, ethical compliance, and actionable insights for park management and partners.

3. Objectives of the assignment

Overall objective:

To generate high-quality, ethically collected quantitative and qualitative data on community attitudes and perceptions toward conservation in Bangweulu Wetlands, using the CCI framework.

Specific objectives:

Implement the CCI survey across selected communities using approved tools and sampling strategies.
Ensure ethical conduct, informed consent, and protection of respondent confidentiality.
Produce a cleaned dataset and analytical report highlighting trends, key findings, and practical recommendations for adaptive management.

4. Scope of work

The consultant or Institution will be responsible for the overall implementation of the CCI survey, including:

Planning and executing fieldwork in target communities.
Administering the CCI questionnaire to sampled respondents.
Supervising and managing data collection teams.
Ensuring data quality control and secure data management.
Analysing results and producing required deliverables.

Consultants are encouraged to propose their own detailed approach building on the CCI guidance and adapting sampling, logistics, and analysis methods to local realities while maintaining the integrity and comparability of the survey framework.

5. Methodology

African Parks (Bangweulu Wetlands) will provide the standard CCI questionnaire, survey guidelines, and ethical procedures. The consultant is expected to:

Propose a feasible sampling approach that ensures representativeness across chiefdoms and community clusters. Due to communities not being homogenous in the landscape, a stratified random sampling approach is recommended(‘Guidelines’ for detail on sampling method to be provided).
Describe data collection tools and any supporting aids to facilitate respondent understanding.
Detail procedures for enumerator training, piloting, and quality assurance.
Demonstrate how ethical standards and data protection will be upheld.

Innovative but appropriate methods to improve data accuracy, community trust, or analysis depth are encouraged.

6. Team composition and Qualifications

The consultant or institution is expected to propose a suitably qualified and experienced team capable of delivering the assignment effectively and to a high standard. The team structure should reflect the technical, analytical, and field expertise required for the successful execution of the survey, including data collection, quality assurance, and analysis.

Qualifications

The consultant/institution should have:

At least 5 years’ experience conducting community-based or attitudinal surveys, preferably in conservation or development contexts.
Demonstrated experience with mobile data collection and field team management.
Proven capacity to synthesize and communicate findings clearly.
Strong analytical skills and experience writing concise reports.
Fluency in English and proficiency in Bemba especially for enumerators.

7.  Deliverables

Expected outputs include:

Inception Report; outlining proposed methodology, fieldwork plan, sampling approach, team structure, and risk mitigation strategy.
Training & Pilot Summary; documenting enumerator preparation and pilot outcomes.
Clean Dataset; anonymized and quality-assured data, including GPS coordinates.
Analytical Report (Draft & Final); summarizing key findings, analysis by demographic categories, and actionable recommendations.
Local language (Bemba) translated CCI questionnaire.
Presentation; concise summary of findings for management review.

8. Timeframe

The consultancy is expected to be completed within approximately 5 weeks from contract signing.

9. Proposal submission and evaluation

Consultant or institution to submit Technical and Financial proposals. Proposals will be evaluated based on technical quality, methodological soundness, relevant experience, and cost-effectiveness.

11. Reporting lines and contact

The consultant will report to the focal point person. All deliverables must be sent to the focal point person for Bangweulu Wetlands.
