In Zambia, SCI has been implementing programs across Child Rights Governance (CRG), Health and Nutrition, Child Protection, Education, Child Poverty and Humanitarian thematic areas since 1983.

SCI, in partnership with MAP International and the Zambian Ministry of Health (MoH) with funding from The Church of Jesus Christ of Latter-Day Saints Charity (LDSC) will implement the Integrated Maternal, Newborn and Child Health Nutrition Project. The goal of the project is to contribute to the reduction in maternal, newborn, and child mortality, stillbirths, and morbidity in Western provinces. The project is being implemented currently in twelve (12) health facilities in Mongu district, including two hospitals and 10 health centers. The project will strengthen the health system at the community and facility level to ensure:

I. Sustained improvements in equitable access to and quality of maternal, newborn, child and adolescent health and nutrition services (including people with disabilities)

II. Increased demand and enhanced social norms for preventative health behaviors and use of health services

III. Increased capacity of local institutions and organizations to sustainably deliver evidence-based, quality health and nutrition services.

To achieve this, the project will focus on:

Standardizing the quality of care through training, mentorship, and provider-led quality improvement initiatives.
Strengthening facility infrastructure to be fit for purpose by undertaking the necessary rehabilitation works
Ensuring that essential drugs, equipment and supplies are available
Working across the continuum of care to deliver targeted integrated technical assistance and capacity strengthening for service delivery at health facilities and communities, including referral systems
Utilizing Social and Behavior Change Communication strategies to normalize health-seeking behavior and engage men in family health and nutrition
Empowering communities to find their preferred solutions to maternal, newborn, child and adolescent health and nutrition (MNCAHN) uptake, quality, coverage and accountability
Strengthening monitoring and evaluation system for data collection, review and decision-making regarding MNCAHN programming

Purpose

The Consulting Engineer (hereafter, “the Consultant”) will provide technical assistance, supervision, and coordination services for the construction works, ensuring full compliance with quality, environmental, and social safeguards. Emphasis is placed on active collaboration with communities, government entities, and key stakeholders.

Scope of Services

The Consultant will deliver services including:

Construction Supervision

Oversee construction activities to ensure alignment with technical specifications, contract requirements, and international engineering standards.
Administer the contract and manage day-to-day technical decisions.
Commission the works upon completion.

Solar Systems design and Installation supervision

Conduct assessment and provide detailed design of the items including design drawings for the solar system, as well as associated electrical and civil works for the health centers.
The preparation of the complete technical specifications including the details of all materials and execution works, as well as the details for procuring and installing the equipment needed for the works.
Oversee solar installations in selected Health Facilities

Water Reticulation installation supervision

Oversee installation of Complete water Reticulation systems

Technical Assistance, Monitoring, and Stakeholder Engagement

Monitor construction activities, solar installation activities and installing of water reticulation systems, conducting regular and frequent site meetings, issuing instructions and detailed reports and monitoring safeguarding compliance (social, environmental, health & safety).
Ensure that site safety design requirements are implemented in accordance with the contract and Zambian Law, including the provision of necessary signage, PPE, first aid, lights, guardrails, fencing, and security; as well as incident reporting and insurance in compliance with Zambian Labour Law.
Verify contractor invoices through joint site assessments with the District Engineer, SCI Program Manager, and community representatives.
Liaise proactively with government agencies, local authorities, implementing partners, and community stakeholders to ensure coordinated implementation and transparent reporting.
The Consultant shall be responsible for supervising the commissioning of all structures and systems on the project sites.
The Consultant shall prepare commissioning procedures, involving the responsible government line ministry and coordinate testing and commissioning programs.
The Consultant shall review and finalize the detailed O&M manuals for the water articulation and solar systems and all subsystems provided by the service providers under the construction contracts
