The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. The upcoming project “Strengthening Critical Raw Material Governance in Zambia (CRM)” funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), aims at identifying entry points to improving Zambian citizens’ benefits from the critical raw materials sector. The results of this two-year preparatory measure will be used to inform the design and implementation of future comprehensive CRM-related support, while delivering some immediate quick wins.
The Technical Advisor Critical Raw Materials is responsible for the implementation of the outputs and work areas as directed by the Head of Project. He/she provides strategic, organisational and technical advice to the project’s partners and supports them in implementing core reforms related to improvements in the governance of the CRM sector, PFM reforms, and related change management processes. He/she is responsible for the operational and technical planning of the allocated workstreams in close coordination with other technical advisors of the Good Financial Governance (GFG IV) program and the Head of Project in accordance with the project goals and activities agreed with the partners, such as Ministry of Finance and National Planning (MoFNP), Zambia Revenue Authority (ZRA), Minerals Regulation Commission, the Ministry of Mines and Mineral Development, Zambia Consolidated Copper Mines Investments Holdings (ZCCM-IH), the Zambian Extractive Industry Transparency Initiative (ZEITI), the Chamber of Commerce, the Chamber of Mines, the Association of Small and Medium-Sized Miners, as well as NGOs such as Tax Justice Africa and research institutes.
In this context, GIZ is seeking a suitable candidate to fill the following position:
Advisor Critical Raw Materials –Band 4 (Lusaka based)

Main tasks and responsibilities:
Designing and implementing of project activities related to improving citizens’ benefits from CRM through (1) preparation for licensing and taxation system integration and automation of controls, (2) strengthening partnerships between private sector, local authorities, representatives of the central government, and civil society organisations in the CRM sector, and (3) conducting and overseeing studies and analyses to support political steering and donor coordination.
Establishing working relationships with new partners such as Mineral Regulations Commission, Ministry of Mines and Mineral Development, ZCCM-IH, Chamber of Mines, Chamber of Commerce, ZEITI, Association of Small and Medium-Size Miners, Tax Justice Network, and others on regional, continental and global level, and closely co-operating with established partners of the Good Financial Governance Program such as MoFNP and ZRA, in coordination with the respective technical advisors.
Designing, preparing and implementing workshops, seminars, trainings and other capacity development events related to the three outputs, as well as steering consultancies and directing the respective administrative processes in close cooperation with the admin team.
Supporting the project’s efforts in monitoring, evaluation, reporting, communication as well as knowledge management in the area of CRM.
Networking with partners, donors, research institutions and others on a technical level including representation of the project in relevant exchange fora.
Required qualifications
University degree (master or higher) in an area relevant to the project’s objectives, such as Economics, Law, Public Administration, Financial Management, Engineering or IT.
Verified academic certificates by Zambia Qualifications Authority (ZAQA)
Professional experience
Several years of practical experience working in the Critical Raw Materials or Public Financial Management sectors, ideally in the public sector.
Excellent knowledge of public financial management processes and mining sector governance in Zambia as well as international practice.
Practical work experience in designing and implementing comprehensive change processes directed at improving governance
Practical work experience in GRZ in a comparable position with references is desirable
Strong technical advisory competence and conceptual skills
Excellent communication skills, both written and oral
Must be highly adaptable, flexible, proactive, and able to work under pressure and adjust to changing requirements
Reliability, sensitivity to political economy, trusted counterpart and negotiator
Willingness to work in an intercultural environment
The successful candidate will be expected to start employment with GIZ, on a fixed term contract.
